Core Concept
Child Allowance (Kitzbat Yeladim) is a monthly payment from the National Insurance Institute (Bituach Leumi) to every resident of Israel for each child up to the age of 18. The purpose of the allowance is to assist families in covering the costs of raising children. New immigrants receive this right automatically upon registration.
Eligibility
- A parent (or guardian) who is a resident of Israel.
- The child is in your custody and resides in Israel.
- The child has not yet reached the age of 18.
- New immigrants (Olim Hadashim) are entitled to the allowance from the moment of their Aliyah.
Who is NOT eligible:
- Parents whose child has married.
- Parents whose child permanently resides abroad.
Your Entitlements
You are entitled to a monthly payment, which is transferred directly to your bank account. The amount depends on the child's ordinal position in the family and the total number of children.
Important: The exact amounts are updated annually. The table below illustrates the structure, but the current figures must be verified on the official Bituach Leumi website.
| Child's Ordinal Position in the Family | Approximate Payment Structure |
|---|---|
| First child | Base amount |
| Second child | Base amount |
| Third child | Base amount |
| Fourth child | Base amount |
| Fifth child and subsequent children | Increased amount |
Payments are made on the 20th of each month.
Step-by-Step Guide
The process for new immigrants is typically automatic.
- Registration at the Airport. When processing documents at Ben Gurion Airport, you provide your family's details. The Ministry of Aliyah and Integration forwards this information to Bituach Leumi.
- Providing Bank Details. Ensure that you have provided an Israeli bank account number to the Ministry of Aliyah or directly to Bituach Leumi. Payment is not possible without it.
- Waiting Period. The first payment is usually received within 1-3 months after Aliyah. It often includes a retroactive payment for the preceding period.
- Verification. If you have not received the allowance after 3 months, you must contact the nearest Bituach Leumi branch to inquire about the status of your application.
Document Checklist
Typically, the documents submitted during the Aliyah process are sufficient for automatic registration. If a personal visit is required, prepare the following:
- Identity Card (Teudat Zehut) of both parents, including the appendix (Sefach) where the children are listed.
- Immigrant Certificate (Teudat Oleh).
- A document with your bank account details (a bank printout or a voided check).
Potential Pitfalls
- Bank Account: The most common error is providing incorrect account details. Double-check every digit. If you change your bank account, inform Bituach Leumi immediately, or payments will be suspended.
- Leaving the Country: If you and your children leave Israel for more than 3 months, payments may be suspended. You must notify Bituach Leumi of this.
- Separate Residence: If the parents live separately, the allowance is paid to the parent with whom the child resides. To change the recipient, a corresponding application must be submitted.
- Do Not Wait: If a payment does not arrive on time, do not wait for several months. Contact Bituach Leumi immediately to resolve the issue at an early stage.
